from PETITION to ANNOUNCEMENT

1) Build support and finalize amendment language (current)

2) By Article V, presentation of the amendment language must be made by a member of Congress for approval by either a two-thirds majority vote in the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State Legislatures.

3) The National Archivist sends official notification and materials about the amendment to the governors of each state to consider whether to approve the proposed amendment. Ratification of the proposed amendment by three-fourths of the states (38 of 50) is needed in order for the amendment to take effect.

4) Announcement is official when the national archivist proclaims the amendment has received the necessary ratifications. Actual certification is published immediately in the Federal Register and eventually in the Statutes-at-Large.
